WCRI – Student Housing Complex

Project Case Study: Energy Efficiency Retrofit at Student Co-operative Housing Complex in Waterloo, Ontario

Project Overview:

EMCO Innovative Technology Solutions (InnTech) completed a transformative energy efficiency retrofit for a 94-unit student-run affordable housing co-operative in Waterloo, Ontario. The building previously relied on outdated electric baseboard heating and lacked air conditioning entirely. Our team introduced a high-performance Daikin ductless heat pump system integrated with existing heating infrastructure, delivering significant energy savings, comfort enhancements, and long-term reliability. This project demonstrates how thoughtful, data-driven HVAC solutions can modernize aging infrastructure while supporting environmental goals and financial responsibility.

Project Location: 268 Phillip Street, Waterloo, Ontario, Canada
Project Type: Major Renovation – Add-on Air Conditioning/Heating
Building Type: Multi-Family, affordable housing apartments
Technology: Daikin Cold Climate Single & Multi Zone Air Source Heat Pumps

1. The Challenge:

The client, a multi-family property, faced common challenges: high energy costs from an inefficient baseboard system, tenant discomfort due to lack of air conditioning and inconsistent heating, insufficient data to justify upgrades, the need to integrate new systems with existing heaters, and limited time for retrofits during summer tenant turnover. These issues reflect broader industry concerns with outdated infrastructure, rising utility costs, and growing expectations for comfort and energy efficiency.

2. Our Solution:

EMCO InnTech provided a comprehensive retrofit solution focused on efficiency, clarity, and long-term value. After evaluating multiple systems, they selected a high-performing Daikin setup for its reliability and durability. The customized design included both single- and multi-zone units, along with 93 interface adapters to integrate existing baseboard heaters. They supported the co-op board with detailed energy modeling and cost-benefit analysis, enabling confident decision-making. Smart controls ensured minimal energy use by limiting baseboard heater activation. Additionally, they secured $26,000 in rebates through the IESO SaveON Energy program to help reduce overall costs.

3. Results & Impact:

The retrofit produced strong, measurable results for the property. Winter heating costs dropped due to Daikin’s energy-efficient systems, while tenant comfort greatly improved with the addition of air conditioning. The project also achieved significant greenhouse gas reductions. Despite higher upfront costs, the long-term reliability and efficiency of the system made it a smart investment. The co-op board felt confident throughout the process thanks to EMCO InnTech’s clear, structured approach.
